Procurement Manager

Our client in Midland is looking for a Procurement Manager to help drive efficiency and cost-effectiveness in their midstream operations. Your expertise will play a critical part in ensuring the seamless acquisition of goods and services essential for their activities.

Key Responsibilities:

  • Collaborate in end-to-end procurement processes, encompassing sourcing, bidding, negotiations, and contracting, to secure timely and cost-effective procurement of goods and services.
  • Identify and assess potential suppliers, establish and nurture relationships, negotiate contracts, and monitor supplier performance to ensure adherence to quality, cost, and delivery standards.
  • Follow requisition authorization protocols.
  • Manage purchase orders from inception to completion.
  • Generate and oversee purchase orders in the NetSuite system, emphasizing accuracy, adherence to procurement policies, and timely processing.
  • Partner with internal stakeholders to forecast inventory requirements, monitor stock levels, and coordinate with suppliers to guarantee on-time deliveries while minimizing stockouts and excess inventory.
  • Conduct market research, analyze pricing trends, assess supplier proposals, and negotiate favorable terms to optimize costs without compromising quality.
  • Uphold compliance with legal and regulatory requisites, maintain precise procurement records, and handle documentation pertaining to purchases, contracts, and supplier agreements.
  • Identify opportunities for process enhancements, standardization, and automation within procurement to enhance efficiency, accuracy, and cost-effectiveness.
  • Collaborate with other departments, such as operations and finance, to align procurement activities with overall business objectives.
  • Review and execute purchase orders, change orders, and related documents within delegated authority.
  • Analyze existing procurement practices and recommend improvements, including more efficient procurement methods like e-procurement, quantity discounts, standardization, value analysis, or cooperative purchasing.
  • Effectively communicate purchasing policies and procedures to all team members and provide interpretations when necessary.
  • Maintain accurate records and documentation for all solicitations, responses, purchase contracts, correspondence, and related follow-ups.

Qualifications:

  • Bachelor’s degree in Business Administration, Business Law, Finance, Purchasing, or a related field.
  • Certification as a Certified Professional Public Buyer is a plus.
  • Knowledge of SOX compliance is required (experience in the SWD sector is a plus).
  • 5 to 7 years of progressively responsible experience in purchasing and procurement, preferably in the midstream industry.
  • Familiarity with infrastructure project delivery methods.
  • Proficiency in handling purchase orders and change orders.
  • Strong leadership skills and contract negotiation abilities.
  • Competent in project management.
  • Ability to cultivate effective working relationships with various departments, employees, suppliers, and professionals.
  • Proficiency in making complex and sensitive decisions with initiative and judgment.
  • Excellent oral and written communication skills, including the ability to convey complex technical subjects clearly and positively.
  • Punctual project completion and schedule management capabilities.
  • Impartial and objective in awarding contracts and making difficult decisions.
  • Possess high personal and professional ethics and integrity.
  • Familiarity with Microsoft Office 365 and NetSuite is advantageous.

Preferred Skills:

  • Extensive knowledge of business practices related to purchasing.
  • Proficiency in contract documents, solicitation methods, and contract administration related to procurement.
  • Good understanding of laws, policies, and procedures governing public procurement.
  • Solid mathematical skills for computations and basic cost and price analysis.
  • Some knowledge of cost accounting as it relates to price and cost analysis.
  • Ability to multitask in a fast-paced work environment.
  • Self-starter with a strong sense of teamwork.
